Colliers has been appointed as the project manager for ELLE Resort & Beach Club, overseeing its delivery. It works between Geonet, as the developer, and the architects, engineers, consultants and contractors to keep every stage coordinated and accountable.
Its role covers the full project lifecycle, including planning, design development, procurement, tender management, construction monitoring, budget control, quality assurance, handover and defect close-out. Colliers does not build or sell the project. It manages the process to ensure the resort is delivered in line with the approved design, programme, budget and quality standards.
Colliers brings experience across hotel, resort and luxury residential projects throughout Indonesia. Its hospitality track record includes project management, construction management, quantity surveying and technical due diligence for projects such as Sofitel Nusa Dua Bali, Neo Hotel Sentul and Vidi Boutique Hotel in Jimbaran.

Where the firm came from
Colliers began as an Australian property partnership and became a public company with outside shareholders. That last step matters more than the founding date: a listed firm has reporting obligations, and a project manager with reporting obligations is a different counterparty from a private consultancy.
Colliers is founded in Australia through the merger of three commercial property services firms. The name honours Ronald Collier, a chartered surveyor and mentor to the founders Robert McCuaig, Bill McHarg and George Duncan.
Seven service lines
Colliers supports each stage of a development, from early planning and design through procurement, construction, completion and handover. For ELLE Resort & Beach Club, the key disciplines include project management, construction management, quantity surveying and technical due diligence, supported by specialist services across space planning, fit-out guidelines and integrated design and build.
The delivery process
Colliers follows a five-phase delivery process that guides the project from planning and design development through bidding, fitting out and defect liability. Each phase sets clear responsibilities, checks and documentation to support quality, cost and programme control. The final phase continues after completion, allowing defects to be identified, corrected and formally closed out.







Project Management Software

Colliers runs a web and mobile project management platform that holds quality, cost and schedule in one place, with a structured approval flow and document management. In their own words, clients access the project's budget and schedule progress through the software dashboard for real-time updates.
For a development with outside investors, that matters in a specific way. Construction reporting that comes out of a system carries a date and an audit trail. Construction reporting that comes out of a conversation does not.

Colliers is appointed separately from the developer and contractor. It coordinates the architects, engineers, consultants and contractors while monitoring delivery against the approved scope, programme, budget and quality standards. This creates clear accountability across every stage of the project.
Through its quantity surveying and cost management services, Colliers reviews project budgets, contractor payment claims, variations, financial reports and the final account. This helps ensure payments reflect verified work and that proposed changes are properly documented before approval.
Colliers’ delivery process includes a defect liability phase after construction. This covers final inspections, punch lists, correction monitoring, as-built documentation and completion records. The project is not formally closed out until outstanding defects and documentation have been addressed.
For Sofitel Nusa Dua Bali, Colliers conducted technical due diligence on a five-star, 413-key hotel for an acquiring investor. Its assessment covered structural, architectural, mechanical and electrical conditions, along with the estimated capital expenditure required to rectify identified defects.
Colliers has worked across several hospitality projects in Bali, including Sofitel Nusa Dua, Oberoi Seminyak, Vidi Boutique Hotel Jimbaran, Grand Aston Bali and Club Med Bali. Eight questions
The builder's job is to construct what the contract says, for the price the contract says. The project manager's job is to make sure the contract says the right thing in the first place, and then that what gets built matches it.
In Colliers' published process that means consolidating the brief, developing and reviewing the design, running the tender, awarding the contract, coordinating every party on site, holding cost against budget and time against schedule, monitoring quality and safety, then inspecting and closing the building out.
Colliers is engaged by the client side, which on this development is Geonet, not by the contractor. That is the structural reason the arrangement is described as independent oversight: the party checking the work is not the party being checked, and is not paid out of the contractor's margin.
It is worth being precise about the limit. Independent of the builder is not the same as independent of the developer. Colliers reports to its client.

Schedule is one of the four things Colliers' fitting-out phase is defined to hold, alongside cost, quality and safety.
